According to court records, Soto is facing 11 counts of murder and attempted murder, and 2 counts of home invasion with a dangerous weapon.

Police said the four deceased victims were a 15-year-old female, a 63-year-old female, a 49-year-old male and a 22-year-old male. The U.S. Postal Service confirmed a mail carrier was one of the dead.

Police said a motive for the attacks was unknown.

The neighborhood is located east of N. Alpine Road between Charles Street. and Harrison Avenue.

Court records show Soto was previously convicted of a traffic violation, of driving 20 mph over the speed limit on March 12th and ordered to pay a $164 fine. An earlier felony charge, of criminal damage to property in September 2022, was dismissed.

The City of Rockford said emotional support and counseling services will be offered free of charge at Flinn Middle School, at 2525 Ohio Pkwy, beginning at 9 a.m. on Thursday.

The Rockford community is still reeling from the stabbing murder of an 18-year-old employee at a Walmart store on Sunday.

A suspect, identified as Timothy Carter, 28, allegedly took knives from the store shelves and stabbed employee Jason Jenkins in the back in what appears to have been a random attack.

Jenkins died a short time later at the hospital.
