Henry Foster III assumes seat on San Diego City Council

SAN DIEGO (FOX 5/KUSI) — Henry Foster III was sworn into the San Diego City Council Monday morning, marking the end to the reshuffling in city hall following Nathan Fletcher's resignation from the Board of Supervisors amid allegations of sexual misconduct.

Foster III was set to assume the District 4 seat on the council, which covers the southeast corner of the city including some of its lowest-income neighborhoods, after winning a special election with more than 50% of the vote last month.

The seat has been vacant since last year, when Monica Montgomery Steppe assumed her current role on the Board of Supervisors representing District 4 — Fletcher's former seat. Foster III served as the now-supervisor's chief of staff while she was on the city council.

The results from the March 5 election put Foster III in a nearly 30-point lead over Chida Warren-Darby, Mayor Todd Gloria's director of boards and commissions who came in second with 27.29%.

In a statement posted to X on March 6, Foster III thanked residents of District 4 for their efforts in getting him elected to the seat, adding that it "has been my deepest honor to serve you for the past five years as your Chief of Staff."

"Now, we can continue the legacy we have built together," he said. "Together, we will continue to strengthen our communities, improve our quality of life, and keep our neighborhoods safe."

"I am honored to serve you as your next Councilmember and continue putting you first at City Hall. This is a big win for our community! Now, let's get to work," the statement continued.

Foster III will serve out the remainder of Montgomery Steppe's council term, which ends in 2026.

"Congratulations to District 4's new city councilmember, Henry Foster III! I look forward to working alongside him to continue to improve our city," Councilmember Stephen Whitburn said in a post to X on Monday.
